Belgium offers a variety of attractive audiovisual incentives available to international co-productions and European productions.
Firstly there is the Belgian Tax Shelter, which raises funds by offering tax benefits to Belgian companies who contribute to the film fund. Qualifying productions can then be funded, allowing for fiction film, documentary, or animated film intended for cinema (European productions can additionally apply for productions intended for television) that are within the scope of a bilateral agreement as regards the co-production concluded by Belgium with another State.
Currently, such bilateral co-production agreements exist with Canada, China, Israel, Switzerland, Morocco, Tunisia, and Chile, as well as the following European countries: The Netherlands, Portugal, Italy, Germany, and France. Others are being negotiated.
Based upon the amount of qualifying audiovisual costs the production will spend in the European Economic Area, and Belgium, the Tax Shelter can provide financing of up to 42%.
In addition, there are regional Economic and Cultural Funds, both of which are available to qualifying international projects as well, with financing of up to 24%.
This means that for qualifying productions, up to 66% of eligible costs can be financed by the Belgian film funds.
Finally, Belgium also has access to the main European sources of funding: the Council of Europe's Eurimages and the European Commission's MEDIA programme.
