The Philippines
A Legacy of Epic Scale
The Philippines is a veteran powerhouse of international production, possessing a deep-rooted “Hollywood DNA” that few Asian hubs can match. For decades, it has served as the definitive location for large-scale jungle warfare, gritty urban realism, and grueling reality formats, supported by an English-speaking crew base that is legendary for its resilience and creative problem-solving.
The Production Reality:
Visual Chameleon: The archipelago’s 7,641 islands provide a vast range of “doubles”—from the 16th-century Spanish architecture of Intramuros (standing in for Latin America) to the hyper-dense, neon-soaked alleys of Manila and the pristine, prehistoric jungles of Palawan.
Cost Efficiency: While technical infrastructure is concentrated in Manila, the cost of labor and local services remains significantly lower than in Western or Northern Asian hubs. The Philippines is a territory where “every dollar stays on the screen.”
The Incentive Landscape: The Film Location Incentive Program (FLIP) offers a selective cash rebate. Success depends on early engagement and a robust local partner to navigate the Film Development Council of the Philippines (FDCP) audit requirements.
Our Role: We provide the “Institutional Memory” your project needs. We don’t just scout; we leverage decades of experience managing the specific challenges of the Philippines—from navigating complex monsoon seasons and large-scale crowd control in Manila’s busiest districts to securing specialized military hardware employed alongside our film equipment. By managing the FLIP application and the mandatory local auditing, we ensure you capture the Philippines’ epic scale with modern financial security.

Michael Moffett
Hundreds of film, television, and commercial productions successfully executed in more than 50 countries are the result of Michael’s leadership at PSN. He likes nothing better than rolling up his sleeves with industry creatives and executives to help determine where their projects can achieve the best creative results for their money. And connecting globetrotting producers with local production expertise to deliver on that promise…
[cont.] A native of Los Angeles, Michael spent two decades producing, directing, and facilitating content for the screen industry from his adopted home in Madrid before co-founding the Network of worldwide shoot support in 2014.
Latvia
Production Service in Latvia
The Baltic’s Versatile Middle Ground
Latvia offers a “sweet spot” of deep cinematic history (Riga has been a film hub since the 1920s) and a very aggressive incentive structure when combined with regional funds.
The Look: Art Nouveau grandeur. Riga is the “Paris of the North” and offers the most diverse range of architecture in the Baltics, from medieval to lavish 19th-century boulevards.
The Incentive: A base 20–30% rebate, which can be stacked with the Riga Film Fund to reach an effective 40–50% co-financing for specific projects.
The Reality Check: While the percentage is high, the annual budget for the national fund is often “capped.” If you apply too late in the year, the money might be gone.
Our Fix: We track the national and municipal fund balances in real-time. We ensure your application is submitted at the “open call” windows to lock in the maximum combined rebate before the annual pots are depleted.

Lithuania
Production Service in Lithuania
The Baltic Industrial Powerhouse
Lithuania has positioned itself as the regional leader for large-scale “service” productions. It offers the most robust infrastructure but requires a specific private-investment dance to get the money.
The Look: High-capacity “world-building” potential. Vilnius can double for almost any European city, while its Soviet-era districts are unparalleled for mid-century grit.
The Incentive: A 30% Tax Incentive via a private investment scheme. Unlike a direct government grant, a local company must “buy” your tax obligation. It’s highly reliable but requires a savvy local partner to navigate.
The Reality Check: Because Lithuania is so busy, crew depth can be an issue during peak summer months. Booking “A-list” local crew requires a long lead time.
Our Fix: We maintain a “first-call” roster of Lithuania’s top-tier freelancers and manage the complex private-investment paperwork to ensure your 30% is secured early in the cash-flow cycle.
